Japan's Position:

Japanese computer network operators mapped out ethical guidelines to eliminate libel on the Internet, though formal legislation has not been passed. The Ministry of International Trade and Industry which oversees the Electronic Consortium does not foresee the need to implement laws regulating the Internet.
