Overview

As these statistics show, online privacy is one of the major issues for both current and potential users of the Internet. With the Clinton Administration's push for the National Information Infrastructure (NII), which aims to make data more accessible to users, the importance of privacy regulations are becoming very important. From these case studies obtained from the Electronic Frontier Foundation, it is clear how little privacy is protected by current laws.

In 1993, Vice President Gore established the Information Infrastructure Task Force (IITF) to articulate and implement the Administration's vision for the NII. The Privacy Working Group of the Information Policy Committee of the IITF issued the following Principles for Providing and Using Personal Information in 1995, as part of the requirements for the continued development for the NII. These principles are articulated here.

The question of what how to implement this policy are dealt with in our recommendations. They deal with the question of whether the emphasis for regulating these principles should rest with a new, separate centralised government entity, or whether the current mix of policy and legislation is enough.
