The United States is faced with a dilemma -- does the economic benefit from exporting high technology such as supercomputers and software encryption outweigh the security risk posed by its dissemination? The end of the Cold War has seen changes in what defines a threat to the US, economic and military. For this reason, current US export controls on high technology are under debate; what should American policy be for the turn of the millenium?
