The Job Preservation Act of 2004 "establishes that any company that has at least 100 employees in Colorado that has had a net loss of 100 or more employees in the state during the prior calendar year and such loss was caused by the relocation of 100 or more jobs from Colorado to a site that is located outside the United States is ineligible to enter into a procurement contract with the state or a local government, receive any government grants or loans, or use industrial development revenue bonds from the state or a local government."

The Keep Jobs in Colorado Act "declares that any consent given by a state official to be bound by the government procurement rules of an international trade agreement is invalid and that the state does not consider itself bound by such agreement."
