Overview

It is apparent that the current system of domain name registration is not adequately handling problems. Thus several organizations have proposed plans to revise the system to more adequately address the inherent problems with the system.

The Generic Top Level Domain Name Memorandum of Understanding (gTLD-MoU)

This proposal was created by the Internet Ad-hoc committee (IAHC), a commitee organized by the Internet Society. This proposal calls for the creation of an international body to regulate the distribution of domain names. It received support from 217 international organizations. While the proposal probably will not be implemented on the scale suggested, because of the U.S. Green Paper, it will at least become a portion of the U.S. plan.

The United States "Green Paper"

This proposal was recently released by the United States government. It calls for the creation of a non-profit organization located in Washington D.C. to distribute domain names. In many ways it is very similar to the gTLD-MoU. However, it is very different in that it stresses more competition, and allows competition at the registry level.
